Constitution
Article 1. Name
This organization is a student society at the University of Connecticut and shall officially be titled the Institute of Electrical and Electronics Engineers Student Branch at the University of Connecticut and shall be referred to with the acronym IEEE.

Article 11.  Purpose
The purpose of this organization shall be to organize and promote academic, professional and social functions for the engineering student body.

Article 111.  Membership
Membership is open to any student enrolled in the University of Connecticut School of Engineering. Individuals are given the rank of Member upon attendance of at least two of the meetings for any given semester.

Article IV.  Elections
Officer Elections are to be held in April of each year for the positions of President, Vice-President, Secretary, Webmaster, and Treasurer. Nominations for each position are open to any undergraduate member in good standing. If a secret electronic voting system exists, then this will be used.

A Graduate Advisor may also be elected at this time.

Members and only members are granted the ability to vote in and/or run for any officer position during an election. Should a lack of membership leave officer positions open, the majority vote of the acting officers may choose to allow non-member's to run for any office except the office of the President. In such cases, non-members may be approved on a person-by-person basis by the current officers.

When elected, all officers must be subscribed with the IEEE Connecticut chapter as Student members within the first month of the academic school year.


Article V. Officer Positions
The officers of the Student Branch will be the President, Vice-President, Secretary, Webmaster, and Treasurer. There may also be a Graduate Advisor.

Duties of the Officers

    
President
  • Preside at all meetings of the Branch.
  • Hold regular meetings of the Executive Committee and serve as President.
  • Prepare the necessary reports for IEEE Student Services. These are the Annual Plan, due November 1 or two months after the academic year begins, and the Annual Report, due May 1 or six months after the academic year begins.
  • Arrange for officer elections on a yearly basis.
  • Ensure smooth transition of information, materials and records to newly elected officers.
  • Coordinate activities with Section and Region IEEE officers.
  • Communicate frequently with other officers.
  • Send out emails for any planned events and coordinate with webmaster to post on website.

     Vice President

  • Assist the President in following up assigned committee responsibilities. This includes providing or obtaining necessary resources and insuring that deadlines are met.
  • Perform all functions of the President in his absence or upon request.

     Secretary

  • Submit to IEEE Student Services the Newly Elected Officers form.
  • Keep detailed minutes of each meeting of the Branch.
  • Maintain stationary and other IEEE forms and supplies as required by the Branch.
  • Maintain a roster of Branch membership and committee assignments.
  • Be responsible for all Branch correspondence.
  • Assist the Chairperson to ensure that all branch activities are conducted according to the provisions of the branch constitution and bylaws.
  • Ensure an organized transfer of all Branch records to the incoming Secretary.

     Treasurer

  • Maintain appropriate and accurate Branch accounts.
  • Prepare an annual budget and submit the annual plan of activities to IEEE Student Services by November I or two months after the beginning of the academic year.
  • Prepare the final Financial Statement and submit the annual report of activities to IEEE Student Services by May 1 or six months after the beginning of the academic year.
  • Oversee and organize all fundraising events.
  • Ensure an organized transfer of all Branch financial records to the incoming treasurer.

    Webmaster

  • Maintain website with accurate and fresh information.
  • Post meeting minutes and planned events on website.
  • Ensure smooth transition to incoming Webmaster.

    Graduate Advisor

  • Advise the Branch officers on running Branch activities smoothly.

Article VI.  Organizational Structure
The IEEE Student Branch is guided by its students, officers and faculty counselor. The organization will be composed of all eligible members, with each member holding equal importance and influence (aside from the administrative duties of the officers). All decisions of the organization shall be determined by the majority of all the members present at any regular meeting, with the exception of the President, who will not place a vote unless required to break a draw.
    The IEEE Student Branch must have at least ten eligible members in the organization of the student branch or it will be put on probation for one year, in which time it must raise enrollment in the organization to at least ten eligible members or the student branch will be dissolved, as stated by the IEEE Student Branch bylaws.


Article VII.  Meetings
Regular meetings shall be held at least three times an academic year. The officers will set each meeting date at the beginning of the academic year. All members will be given a minimum of one week's notice of any meetings. All members will be given another notice one day before any meetings.
    In the event that the President cannot attend a meeting, the Vice-President will run the meeting for the duration of the meeting. Likewise, if the Vice-President is also unavailable, then the Treasurer shall run the meeting. If the Treasurer is also unavailable, the Secretary shall run the meeting. If the Secretary is also unavailable, the Webmaster shall run the meeting. If none of the officers are available, the meeting shall be rescheduled.


Article VIII.  Finance
The organization shall keep its finances and accounts according to the rules and regulations of the Department of Student Activities and Student Union Programs Center for Business Services and the laws of the State of Connecticut. 
    The organization will also provide an Annual Financial Statement, which is due to the IEEE Headquarters, as noted in the Branch calendar. In the event that this organization should fold, it names the University of Connecticut School of Engineering Department of Electrical and Computer Engineering as its beneficiary with the stipulation that the funds are to be used in a manner to directly aid the student body of the Electrical Engineering Department.


Article IX.  Advisor Role
The branch Counselor serves as an advisor to the Branch and its student officers. The counselor will not have voting rights or the ability to approve expenditures or programs. He/she will act as a liaison with IEEE Headquarters, will be familiar with all aspects of Branch operations and will be a source of information and guidance about IEEE. Specific duties include the following:

  • Ensure that information from IEEE Headquarters is transmitted to the student officers.
  • Attend Executive Committee meetings and assist Branch committees.
  • Participate in Regional Student Activities Committee (SAC) meetings.
  • Consult with Section SAC, Regional SAC Chairman or Regional Director about branch activities or problems.
  • Endorse all new student applications
  • Foster good relations with the local Section and encourage students to establish a regular liaison with the Section SAC Chairman.
  • Promote student awareness of awards, contests and the benefits of membership.
  • Assist the Branch in conducting the paper contest and endorse the Branch's entry in the next level of the contest.
  • Establish industrial contacts for Branch programs and activities.
  • Interest other faculty members in the activities of the Branch.
  • Promote the benefits of IEEE membership to students and the value of continued membership after graduation.

Article X. Amendments
Amendments may be proposed by any member of the organization, and shall be voted on at the next regular meeting. This constitution may be amended by two thirds (2/3) agreement of a quorum of three-fourths (3/4) of all current members in this Student Branch. 

Article XI.  Ratification
This constitution shall be ratified by two-thirds (2/3) agreement of a quorum of three-fourths (3/4) of all current members in this Student Branch, after approval from IEEE Headquarters that this constitution is suitable.
